If you are saying that the other person has no credit file but will be on the loan, than FHA may accept your loan request depending on how strong the primary borrower is.

If the other person will not be on the loan, than that person's income is not considered in the approval.
If you want them to consider both incomes, they'll consider both credit scores.

However if the person with stronger credit also makes more money, you might be able to balance out the bad credit.
